<DIV align="left"><IMG src="Book/fancy_font/i_51x61.dds" width=51 height=61>t has been reported throughout the Empire that Oblivion Gates similar to the one that led to the destruction to the city of Kvatch, in Cyrodiil, are opening near cities. At the time of writing this article, cities near Oblivion Gates have started preparing their defenses before succumbing to another Kvatch. The town of Ald Ruhn, in Morrowind, has reported that two Gates opened on the city outskirts. The provinces of Skyrim, Valenwood and High Rock also reported Gates. It is still unknown if the rest of the provinces are being invaded.<br>
<br>
High Chancellor Ocato has been organizing council meetings since the destruction of Kvatch to decide on the next steps to stop what can now be called "The Oblivion Crisis". Therefore, the Black Horse Courier cannot gather more information at this time and will need to wait until the High Council makes a public declaration. Let it be known that during the Crisis, the Black Horse Courier will try its best to keep you informed.<br>

The Black Horse Courier urges all citizens of the Empire to be prepared to move out of their house to the refugee camps that will be built and maintained by the Imperial Legion. Since it is impossible to know when and where an Oblivion Gate can open, every citizen of the Empire must be ready to move. Stay in the safety of your home until the need to flee the city is ordered by the Legion or your county�s officials.<br>

May the Nine Divines protect us from the coming crisis. A strong faith in the Nines will help us vanquish the Oblivion invasion.<br>

<DIV align="left"><IMG src="Book/fancy_font/c_59x61.dds" width=59 height=61>yrodiil各都市の近くで、Kvatchを壊滅させたものと同類のOblivion Gateが開いているとの報告が帝国中から寄せられている。本稿を記述している時点で、Oblivion Gateが近くに開いた都市は、Kvatchの二の舞になるまいと防備を固め始めている。MorrowindのAld Ruhnでは都市周辺で2つのGateが出現しているのが確認されており、Skyrim、Valenwood、そしてHigh RockからもGateが報告されている。その他の地方からは未だ報告は届いていない。<br>

Ochato最高議長はこの「Oblivion Crisis」と言うべき状況を打開すべく、議会を召集した。したがって、評議会の公式発表があるまで、今のところBlack Horse Courierはこれ以上の情報を集める事が出来ない。我々はCrisis中でも皆さんに情報をお届けできるよう、ベストをつくすことをお約束しよう。<br>
