However all the growth of Windfall was abruptly ended when the last Reman emperor was assassinated, and the Akaviri Potentate rose to power. Troubles on the mainland led to the occupation being temporary suspended although it was never restarted in the 400 year reign of the Akaviri.<br>
<br>
The sudden and immediate isolation of Windfall led to many of its growing industries being closed down as supplies from the mainland ended. Farming and hunting became the primary concern for the newly established town as its food supplies began running low. The townsfolk began searching the northern portions of the island looking for good farm lands and herds for hunting. Previously they had never explored beyond the lagoon area, perhaps since the terrain was rugged and it was thought abandoned. However, the psychological impact of the ancient and ominous keep atop the mountain overlooking the lagoon, cannot be ignored in this either.<br>
<br>
Now that their survival demanded it, they start to explore the northern sections of the island. The town inhabitants quickly discovered a nomadic Orc tribe living in the foot hills north of the lagoon. Tension began to rise as the Orcs and townsfolk began competing for the same herds to feed their people. After several skirmishes between the two groups, the remaining legionaries on the island began forcing the Orcs deeper into the hills. Eventually the Orcs were destroyed.<br>

Meanwhile, it appears the pirates had similar problems. With the no more ships coming to the island, they had lost their sole means of support. Undoubtably some moved onto more lucrative areas, but some settled in the northern areas and established a few farms. This turned out to be a boon for the townsfolk, as they now had an avenue of trade to obtain some of the food supplies they desperately needed.<br>
<br>
Over the Akaviri reign and 400 year isolation from the mainland, the town grew slowly, gradually losing its allegiance to Cyrodiil in the process. It appears that during this time little of note happened on Windfall Island. There was little contact with anyone from the mainland. There are a few records of small groups trying to escape the Akaviri rule, but most were simply passing through. There is one recording of a noble family establishing itself on the northeast corner of the island. But it appears that most of their dealings were with the farmers on the north side of the island. Most likely it was a simple trade of food for protection. This seems likely given the towns history of killing the other inhabitants it encountered on the island. <br>
Gradually a kind of armed watchfulness developed on the island. None of the remaining parties on the island were strong enough to conquer the others, but all had sufficient strength to defend themselves. The mountain keep remained unapproached, its looming presence casting an uneasiness over most of the island. The old forts that watched the marshes had been abandoned. The few people that ventured to the marshes reported they were crawling with a type of vile undead. It was during this time, and for these reasons that the town of Windfall built its first walls.<br>

In the meantime control of mainland Cyrodiil once again changed as the Akaviri Potentate came to an end and the Third Era began as Tiber Septim took control of the Imperium. Tiber Septim was eager to consolidate his control of Cyrodiil and so began sending out officials to take control of areas of the province and begin managing them to benefit him. <br>

One noble family who was forced from its land in favor of a Septim official was the Varo family who for generations had settled on the Cyrodill-Hammerfell border. The family leader, Jonuni Varo resisted the occupation by Tiber Septim. Which meant, when the occupation succeeded, the Varo&#65533;s had lost their claim to compensation for the loss of their lands and were effectively banished as Tiber Septim forbid them from settling in Cyrodiil. A scholar living with the Varo&#65533;s told of an island which was outside the control of Emperor Septim but which was entirely habitable and so the Varo family, along with their modest private army set sail for Windfall.  <br>

しかし、島民も生き残る為に必死であった。彼らは島の北部を探索し始めたのである。そしてすぐに、湖の北部にある丘のふもとで遊牧Orcの部族が暮らしているのが見つかった。そして彼らと町民とは狩りの獲物を巡って対立するようになった。数回の小競り合いを繰り返した後、島に残った帝国軍兵士の一部がOrcを丘陵の奥地へと追いやり、ついには滅ぼす事に成功した。<br>

海賊達もまた町民と同じ問題を抱えていたようだ。もはや島へとやって来る船もなく、彼らは生活の糧を失った。もっと稼ぎの良い海域に移った者がいたのは間違いないが、北部地域へ定住し耕地を開いた者達もいた。彼らは町民と友好関係を結び、それぞれが必要とする食料をお互いに売買するようになった。<br>
