In ancient days, it is said the Argonians of the Nibenay Basin had one of the most advanced legal systems in Tamriel. Justice, they said, was always served. This is thought to be in large part due to the Long-Tail Tribe, which was said to have discovered a way to commune directly with their Gods. They did this by means of a magical scale, called the Scales of the Lizard; before a trial, the accuser and the accused would each carry a stone for a full day. The stones were specially selected so they weighed exactly the same. Additionally, these stones were encased in a leather pouch, and covered with an enchantment, so neither the accuser nor the accused could cheat. After a full day had passed, the stones would be placed on the Scales of the Lizard, and the stone of the party that was telling the truth, and was pursuing the correct course, would weigh more, thus deciding the outcome of the trial. The Scales of the Lizard proved to be so accurate that it came to pass that they were rarely consulted: people would not bring frivolous charges, as they would be quickly dismissed, and deviants would not deny they had done wrong, as they would be caught in a lie. Unfortunately, these scales are thought to have been lost to time as the Long-Tail tribe faded away under the press of Imperials into the Lower Niben. Rumors abound, however, about the Scales of the Lizard, particularly in the Argonian communities. It is thought that whoever can recover the Scales will be able to claim an ancient and powerful artifact belonging to the Long-Tail tribe. While the Scales may be anywhere, it is the author's opinion that they are not far from where the Long-Tail tribe was based, what is currently Leyawiin. In fact, it is thought a last hideaway of the Long-Tails may still exist close to the city, although as of yet, it has not been found.
