We have reports that the Whet-Fang sodality of Black Marsh have infiltrated the city and plan to make a grab for power in Cyrodiil. Our position within the Empire, being so close to the Imperial Throne is very attractive to them. We must take all precautions to ensure any attack against Arkay's Mockery fails before it begins.

To this end you are ordered to lock all doors leading to the city from the Arcane University and place the switches in sub levels A and B so any attackers cannot easily break through to the city itself. This will slow them down and give us a chance to organize some sort of defense if and when the attack comes.
