Secret Cities
The Hidden World of the Thieves Guild

t is no secret that, for every rich and bustling city in Cyrodiil, there is an equivalent rich and bustling community of thieves, as they are frequently bemoaned by merchant, noble, and city guard alike. Few people, however, comprehend the degree of orginization maintained by these communities, when in truth, most of the major cities host within them hidden settlements, run and maintained by the guild.

The largest of these settlements, as one might conjecture, are in the areas which lay claim to the highest rates of crime and thievery, respectively the Imperial City, and the port town of Bravil. The group in Leyawiin was considered equally large, historically, but in recent generations internal conflict has rendered it less of a force than its more prosperous coevals.

The Imperial City's community, known as the Thieves' Grotto, is the centre of operations. The Thieves' Port in Bravil being a less reliable location for mainting effective guild influence, as other illegal powers present within the township - drug dealers and pirates - continuously vie for precedence.
Though citizens choose to consider more class-controlled cities such as Chorrol and Skingrad as existing free of the evils that plague places as unfortunate as Bravil, still they host smaller but no less well-orginized Thieves Guild communities. Remarkably, it is precisely this misunderstanding which allows the guild to operate in some ways more openly in the fairer regions of Cyrodiil. It is rumored within the guild, that high ranking members cooperate with the Duke of Skingrad, to maintain a balanced state of affairs in that quarter. The group in Chorrol, oddly enough, is located in the old, no-longer-used crypts of the Chapel of Stendarr. Whether or not this involves some level of understanding with the members of the church is not generally known, but the hideout, old as it is, has never been discovered.

The Bruma and Anvil groups are the smallest - many speculate that this is because both cities have their own well-established Thieves Guild equivalents, though not, of course, with the level of orginization maintained by the guild. In Bruma, bandits and raiders from Skyrim predominate, and do not welcome more subtle forms of thievery. Anvil, being a port town, is of course host to pirate factions, although there is also a certain level of protection from within the guild itself, stopping the influence there from gaining in excessive degrees.
Cheydinhal is the only city which has no group attatched to it whatsoever. It is well known that this is due principally to the large and well-established Dark Brotherhood presence there.
