Given the number of them outside, I would guess there are a lot more inside the 2 mines (Hint) near the camp fire (Hint). They must be here to raid Kvatch and must think the city is an easy target after the Daedra attack. I should kill these bandits outside, then search the 2 Mines near by for the rest.

Perhaps I should drop by the Kvatch Trading Company sometime and ask her about these mines and her plans for them.
