Otherwise whatever place she would grow could be considered a rogue settlement and therefore likely to be destroyed.

Welkynd and Varla stones can replace soul gems when building houses, but for a tower you need genuine spirit energy. And considering Mir Corrup's earth not every will suffice: It must be a very strong one, stronger than any mortal or usual lesser daedra. A soul that can only be hold in a colossal soul gem.
__Shenaraによると、Telvanniの塔を建てるのはCyrodiilではほぼ不可能な事らしい。家を建てるのに必要なsoul gemはWelkynd StoneやVarla Stoneで代用可能だが、塔を建てる為に必要なほどの魂の力は他のものでは代用がきかない。Mir Corrupの地盤に根付かせるためには、いかなる定命の存在よりも強く、低級のDaedraを凌駕するほどの非常に強力な魂が必要だ。colossal soul gemでなければ捕える事が出来ないくらいの。
